No. S.Misc. 12/2010 - sys Unit (Pt 1) Date: 19.03.2011 PUBLIC NOTICE NO. 13/2011 Sub: Implementation of ICES Version 1.5 - Movement of Containers to CFS/ICDs - Registration of Bond - Procedure there of - Reg Attention of all Steamer Agents/ Shipping Lines, Importers, Custom House Agents, CFS Operators/ Custodians, Main Line Operators (MLO) is drawn to implementation of ICES Version 1.5 in Chennai Seaport. Kind attention also is drawn to the following: (a) Public Notice 48/ 2008 dated 22.4.2008 regarding modification in IGM filing and partial modification of the procedure for movement of containerised Import cargo from the Port/ Terminal to CFS; (b) Public Notice 06/2011 dated 01.03.2011 regarding implementation of Indian Customs EDI Systems 1.5 (ICES 1.5) at Custom House, Chennai. (c) Facility Circular 5/2011 dated 09.03.2011 intimating new Terminal Operator Codes and CFS codes for EDI filing. 2. The management and monitoring of various aspects of containerized cargo movement in the ICES V 1.5 application would be as per the procedure existing in ICES 1.0. 3. Due to change in the codes of Custodian, Carrier Agents, shipping agents and MLOs the existing bonds can not be in use in ICES V 1.5 and already debited bonds may be reaccredited manually in due course. 4. To process the container movement in ICES 1.5, all the Shipping Agents/ Shipping Line/ Main Line Operators are required to register a fresh Bond (Container Bond) of sufficient value for multiple debits in ICES V 1.5. 5. Movement of Container to CFS: All the CFSs/MLOs are also required to register a fresh Bond for movement of containers to CFS in ICES V 1.5. Bond Type is TR' (Transit Bond - which is a continuity Bond) for movement of container with cargo from Port to CFSs. Bond Type 'General Bond (GB)' is also allowed. The Bank Guarantees, which have already been submitted, shall be used in ICES V 1.5. There are 2 kinds of Bonds for container movement to CFSs. (a) 1 st Party Bond: Given by the applicant (MLO) (b) 3rd Party Bond: Given by destination CFS/ Custodians. In case of 3rd Party Bond, necessary one-time authority has to be given by the CFS to the applicant (MLO). 6. Movement of Containers to ICDs: The Carrier Agents/MLOs are required to register a fresh Bond for transhipment movement of containers to ICDs and also open fresh PLA account for debiting the transhipment fees in ICES V 1.5. Bond Type is TP' (Transhipment Bond - which is a continuity Bond) for movement of container with cargo from Port to ICDs. The Bank Guarantees, which have already been submitted, shall be used in ICES V 1.5. In transhipment movement also there are 2 kinds of Bonds for container movement to ICDs. (a) 1 st Party Bond: Given by the applicant (MLO) (b) 3rd Party Bond: Given by destination Carrier Agents In case of 3rd Party Bond, necessary one-time authority has to be given by the Carrier Agents to the applicant (MLO). 7. Bond rates in all above cases are as prescribed earlier vide Public Notice 48/2008 dated 22.04.2008. 8. The existing procedure for container movement to CFSs/ICDs and Bond debiting and reaccrediting will continue to be followed. 9. If any, difficulties/ problems faced in the approval of container movement to CFS/ICD the same may be brought to the notice of the Additional Commissioner (Systems).
