Online Transmission and Processing of Chapter 3 Reward Scheme Licenses/Scrips (MEIS) issued by the DGFT - Customs - PUBLIC NOTICE No. 18/2015Extract OFFICE OF THE COMMISSIONER OF CUSTOMS NEW CUSTOM HOUSE, PANAMBUR, MANGALORE- 10 F. No. S-49/07/2015-ED1 Date: 28.09.2015 PUBLIC NOTICE No. 18/2015 Sub: Online Transmission and Processing of Chapter 3 Reward Scheme Licenses/Scrips (MEIS) issued by the DGFT Attention of the CHAs/Customs Brokers, Importers, Exporters and Trade is invited to the fact that MEIS License registration and usage in the system has been activated in ICES 1.5. Unlike other Chapter 3 licenses, the MEIS would be transmitted online from DGFT and has to be only approved by the Proper officer. The licenses are in the process of integration and hence, the exporters may first check the DGFT for successful transmission before approaching the section for registration. 2. As per the existing procedure, intent of exporters is captured in the form of Y in the Shipping Bills item-wise. Data pertaining to those items along with Shipping Bill master is transmitted online to DGFT. After implementing online transmission and processing of scrips/licenses of Chapter 3 Reward Scheme (MEIS), there would be no change in the practice of filing Shipping Bills. 3. Further, online transmission of Merchandized Export from India Scheme (MEIS) scrips from DGFT to Customs through Electronic Message Exchange System and its processing and integration with ICES 1.5 will be operational w.e.f. lost September, 2015. The new procedure would be applicable only in respect of the scrips/licenses issued under Merchandise Export from India Scheme (MEIS) at all EDI ports of registration including this port. 4. The practice of Registering Scrips/Licenses manually at the port afterwards, would be discontinued from lost September, 2015. MEIS scrips will be transmitted and integrated automatically in the database. Exporters/CHAs/CBs would be required simply to get it verified once at the port of registration before its use and the scrips would then be available for all India use. 5. Online transmission of Shipping Bill data of Chapter 3 Reward Scheme to DGFT was started on 1st August, 2013. However, it has been learnt that a few Exporters/CHAs/CBs failed to exercise Y option against Reward item, which resulted into non transmission of data of that Shipping Bills to DGFT. Therefore, it is re-iterated that CHAs/CBs and Exporters must invariably click Y option in case they want to avail Reward Scheme benefits while filing Shipping Bills. 6. The procedures of manual registration of scrips/licenses would continue to be followed in case of scrips/licenses issued under Chapter 3 schemes of Earlier FTP. (D. PURUSHOTHAM) COMMISSIONER
