SUB: Appointment of M/S Spice Jet as Custodian (Customs Cargo Service Provider) for the purpose Of transhipment of Import and Export cargo meant for transhipment by Air from/to Air Cargo Complex, Mumbai to/from destination Custom stations Within India. M/S Spice jet Limited, having office at 319 Udvog Vihar, Phase-IV, Gurgaon, Haryana-122016 (hereinafter referred to as M/S Spice Jet), vide letters dated 21.11.2019, have requested for renewal Of carrier transshipment permission to M/S Spice Jet. 2. M/S Spice Jet were granted permission, vide this office Public Notice No.44/2017 dated 13.12.2017, for the purpose of transshipment of import and export cargo meant for transshipment by air from/to Air Cargo Complex, Mumbai to/from seven (07) destination Customs stations viz. New Delhi, Kolkata, Hyderabad, Bangalore, Kochi, Chennai and Ahmedabad within India and appoint M/S Spice Jet as Custodian (Customs Cargo Service Provider) for the purpose Of transhipment of Import and Export cargo meant for transhipment by Air from/to Air Cargo Complex, Mumbai to/from destination Custom stations Within India. The said permission was valid till 22.11.2018. 3. Thereafter, periodic provisional permission to handle the domestic transshipment bonded cargo of, inter alia, M/S Spice Jet, was accorded vide Letters of Permission to M/S Mumbai International Airport Ltd. 4. M/S Spice Jet, vide letter dated 11.06.2019, had requested to add Jaipur to the aforesaid list of seven Customs Stations. The permission for addition of Jaipur was accorded vide this office letter dated 18.09.2019, after taking into account the Public Notice No. 91/2019 dated 22.02.2019 of the 0/0 Commissioner of Customs (Preventive), Jodhpur. 5. M/S Spice Jet have since executed an Export Bond of 30,00,00,000/- (Rupees thirty Crore only) and Import Bond of 10,00,00,000/- (Rupees Ten Crore only) for transhipment of Export cargo and Import cargo by air from/to Air Cargo Complex, Mumbai to/from destination Customs stations respectively, which is valid up to 22.11.2020. 6. M/S Spice Jet have submitted two running bank guarantees, cumulatively amounting to 6,00,00,000/- (Rupees Six crore only), i.e. Bank Guarantee No. 2451BGFD005220 of 4,50,00,000/- (Rupees Four Crore Fifty Lakh only) for export TP cargo valid till 08.09.2020 executed by ICICI Bank Ltd., Commercial Banking Branch, Unit No 02, Ground Floor and Unit No. A07 First Floor, Solitaire Plaza, DLF Phase Ill, M. G. Road, Gurugram - 122001, Haryana, India, and the Bank Guarantee No. 066GM01163280002 dated 16.09.2019 of 1,50,00,000/- (Rupees One Crore Fifty Lakh only) for import executed by Yes Bank, OW Delhi, Gurgaon Highway, Kapashera, New Delhi-IIC037 on behalf of M/S Spice Jet Limited, which is valid till 08.09.2020. 7. M/S Spice Jet have requested for grant of permission for the purpose of transhipment Of Import and Export cargo meant for transhipment by air from/to Air Cargo Complex, Mumbai to/from eight (08) destination Custom stations, viz. New Delhi, Kolkata, Hyderabad, Bangalore, Kochi, Chennai, Ahmedabad and Jaipur within India. 8. Now, therefore, In exercise of the powers vested In me under section 45(1) of the Customs Act, 1962, l, Vijay Singh Chauhan, Commissioner of Customs (General), Air Cargo Complex, Mumbai hereby grant permission to M/S Splce Jet Limited, for the purpose Of transhipment of Import cargo and export cargo meant for transhipmcnt by air from/to Air Cargo Complex, Mumbai to/from eight (08) destination Custom stations viz; New Delhi, Kolkata, Hyderabad, Bangalore, Kochi, Chennai, Ahmedabad and Jaipur within India and appoint M/S Spice Jet Limited, as Carrier (Customs Cargo Service Provider) for the purpose of transhipment Of Import and Export cargo meant for transhlpment by air from/to ACC, Mumbai to/from destination Custom stations within India. 9. Transhipment of Import and export cargo being permitted as per this Public Notice shall be governed by:- (a) The provisions of Chapter VIII of the Customs Act, 1962. (b) Goods Imported (Conditions of Transshipment) Regulations, 1995. (c) Handling of Cargo in Customs Areas Regulations, 2009, as amended. (d) CBIC Circular No.69/99-Cus dtd. 06.10.1999, as amended by Circulars No.61/2000-Cus dtd. 13.07.2000, 79/2001-cus dtd. 07.12.2001 and 06/2007-cus dtd. 22.01.2007. (e) Public Notice No.24/2000 dtd. 08.11.2000 read with Public Notice No.12/2004 dtd. 27.03.2004, Public Notice No.18/2005 dtd. 28.07.2005 Public Notice No.09/2007 dtd. 02.03.2007. (f) Any other Rules, Regulations, Notifications, Instructions, Circulars Public Notices issued from time to time. 10.
