No. VIII/48-42/AG-CHM/Public Notice/2019-20 Date 03.03.2020 Trade Notice No. 01/2020 Sub: ICES Advisory 09/2020 (Turant Customs) - Customs Compliance Verification and System OOC - Implementation on All India basis - reg Kind attention of importers, exporters, Custom Broker, the trade and all other stakeholder is invited to Boards Circular 15/2020 dated 28.02.20 on Implementation of Automated Clearance on All India basis. A lot of initiatives under Turant Customs like web based goods registration and Auto queuing for OOC have already been implemented in System. The next major change being implemented now is the Pre-payment Customs Compliance Verification (CCV) envisaged in the above Circular wherein the Shed Superintendent will be able to give the CCV to a Bill of Entry even pending payment of duties. 2. As detailed in Para 4 of the said Circular, after the goods registration is complete, the designated proper officer of Customs would do all the necessary verifications of Customs Compliance Verification (CCV) requirements under the Customs Act, rules, instructions etc. and will give OOC the same way in the System as is being given now from the SUP role. The other conditions, except the condition of duty payment would still be checked by System at the time of goods registration. Once the OOC is given, the BE will not move to GAT queue automatically. Instead, it would move to CCV queue which can be checked from the BE movement. Once the payment is made by the importer and is integrated in the System, the BE would instantly move to GAT queue and OOC print would be available for generation. Needless to say, if the importer has already paid the applicable duties by the time the proper officer has processed it for CCV, the BE would immediately go to the GAT queue after the OOC is given by the officer in System. Similarly, the deferred duty BES shall also move to GAT immediately without waiting for duty payment. 3. This change is expected to bring down the dwell time considerably as the Customs processes like goods registration, examination etc. can happen in parallel while the importer takes some time to pay the dues. A report will also be made available shortly on the list of BES pending in the PCV queue for duty realization. 4. The above facility has been implemented successfully on pilot basis at JNCH and Chennai Customs with effect from 06.02.2020. As mentioned in the para 3 of the Circular, the same is now being extended to all the locations w.e.f 05.03.2020. 5. Difficulty, if any may be communicated to this office.
