Attention of the Importers, General Trade, Customs Brokers and all other stakeholders in the jurisdiction of Chennai Custom Zone, Chennai is invited to Public Notice No. 23/2023, dated 31.07.2023 issued by this Commissionerate inviting applications from the eligible and experienced chartered engineers for the purpose of empanelment based on the guidelines enumerated in the CBIC Circular No. 07/2020, dated 05.02.2020. Applications received have been processed strictly as per the eligibility criteria prescribed by the Board. 2. After careful examination of the applications received from the chartered engineers, chartered engineers specified in Annexure-I to this Public Notice are here by empaneled for the purpose of Valuation of Second Hand Machinery, Goods etc. . The area of specialization of the chartered engineers has also been specified there in, against their company/firm/individuals along with their mobile numbers. 3. The Importers/CBs/Trade are advised to make use of the services of any of the listed chartered engineers as per Annexure-I to this Public Notice relevant to the imported goods and who have requisite specialization in that field/faculty for assisting Customs valuation of second hand machinery/goods. It is, however, clarified that if the proper officer has doubt regarding the accuracy of the evaluation of a chartered engineer or the evaluation is done by a chartered engineer who is not qualified in the relevant field to appraise the particular consignment, the same consignment would be referred to another chartered engineer of Customs choice with the approval of the Commissioner of Customs, Chennai-II(imports). In such cases, the service charges shall be borne by the importers or their representatives only. 4. The chartered engineers having basic qualifications in particular discipline must provide services of valuation in their respective discipline only. Thus, the empaneled chartered engineers are eligible to inspect/evaluate the second hand plant machinery / goods against category mentioned against their names only. Officers of Assessing groups and Appraising docks should ensure that the goods are inspected by the empaneled chartered engineers only and the reports are duly signed by them only. Videography and photography of examination inspections shall be recorded in the presence of the chartered engineer to ensure the presence of the chartered engineer with the customs officers at the time of vajluation/examination/inspection. The same recording should be submitted to the customs authorities in concerned group along with their valuation/inspection report in the prescribed format as per Form B (Annexure-II to this Public Notice). 5. Agencies/Firms empaneled on the strength of the qualification of an individual chartered engineer would cease to remain in panel if the said chartered engineer quits the firm. Induction of any new chartered engineer to render the services for customs purpose shall be permitted only with the prior approval of the Commissioner of Customs, Chennai-II(imports). 6. The empaneled chartered engineers, who are conducting valuation of second hand machinery imported through this Custom House have to submit yearly Self-Appraisal Report to the Commissioner of Customs, Chennai- II(imports), before 30 April every year, for the previous financial year, to assess their performance to decide whether they are fit to continue in the panel. The self-appraisal report is to be scrutinized by the Appraising Main and a report to be submitted to the Commissioner of Customs, Chennai-II (Imports) for further. action. If any of the empaneled chartered engineers are found to be involved in any offense related to Customs classification, valuation etc., their empanelment would be withdrawn and appropriate action would be initiated under the provisions of the Customs Act, 1962. 7. This Public Notice will come into force with effect from 05-01-2024 8. Attachments to the Public Notice: a. Annexure-I containing the list of empaneled chartered engineers b.
