I am directed to invite your attention to point 1.10 of the recommendation made by the Study Group V of the Collectors' Conference held on 4-11-1987 wherein it was recommended that in view of the difficulties being faced by the manufacturers in availing of Modvat Credit, a consolidated debit entry in form RG 23A Part II may be permitted in respect of the various raw materials which go to the manufacture of the same final product. The matter has been examined by the Board. It is observed that under Board's instruction F. No. B 21/4/87-TRU, dated 20-4-1987 the manufacturers have already been permitted to maintain RG 23A Part II Chapterwise. However, to forestall misuse, if any, the manufacturers are required to submit a monthly statement along with R.T. 12 return indicating separately for each final products, the details of input credit duty availed of.
