Letter No. 61/9/86-CX.2 Dated 29-9-1986 Government of India Ministry of Finance (Department of Revenue) New Delhi The Ministry of Industry and Company Affairs (Department of Industrial Development) have informed that paper mills covered under the Paper (Control) Order are required to accept orders of concessional white printing paper with the last date prescribed by the said Ministry. The last day is prescribed only to ensure that the orders the mill in time. However, in rare circumstances, mills do accept such orders just after the last date for placement of orders for ensuring supplies. The Ministry of Industry have further desired that central excise authorities concerned may not raise objections with regard to placement of orders of concessional white printing paper in case mills accepts such orders even little after the last date mentioned in the order. 2. The matter has since been examined in this Ministry and it clarified that if all the conditions specified in the notification No. 280/82-C.E. are satisfied, the benefit of exemption should not be denied on the ground that the orders for concessional white printing paper have been accepted by the mills after the last date mentioned in the said order.
