The Scheme for the central cyclostyling and distribution of instructions/public circulars/notifications. - Income Tax - 201/CBDTExtract INSTRUCTION NO 201/CBDT, Dated: August 5, 1970 With a view to ensuring that the Instructions/Public Circulars/ Notifications issued by the C.B.D.T. are made available to the Assistant Commissioners and ITOs within a reasonable time, it has been decided by the Board to set up a Cell in the office of Director of Inspection (Research, Statistics and Publication) for cyclostyling and distribution of the said material. The following procedure has been evolved for the efficient functioning of this Cell:- 1) The Scheme for the central cyclostyling and distribution of instructions/public circulars/notifications will come into force w.e.f. 17th August, 1970. 2) At places where the headquarters of CIT/Addl.CIT or IACs are located, the CIT/Addl.CIT/ the seniormost IAC will be placed on the mailing list on the Director of Inspection(Research, Statistics and Publication) and the requisite number of copies for that station will be sent to him for further distribution. In multiple ITOs charges where the headquarters of CIT/Addl.CIT/IAC are not located, the ITO in charge of administration will be placed on the mailing list. The requirements of ITOs who are not being placed on the mailing list would be included in the requirements of the Inspecting Assistant Commissioners(IAC) concerned. 3) It will be the responsibility of the CsIT to communicate the names of the officers who are to be placed on the mailing list in terms of item (2) above to the Director of Inspection (Research, Statistics and Publication) along with the number of copies required by each of them. The Commissioners will also communicate to the Director of Inspection (Research, Statistics and Publication) changes required in the mailing list, if any. 4) W.E.F. 17th August, 1970 all the CIT, Addl.CsIT, Asstt.CsIT and ITOs who are on the mailing list of the Director of Inspection(Research, Statistics and Publication) will be furnished with adequate number of copies of instructions/public circulars/notifications by the said Cell. Copies of public circulars will be supplied by the Central Cell to all such Public bodies and individuals who are on the mailing list of the Board. 5) The Sections in the Board will prepare draft Instructions/Public Circulars/Notifications in triplicate. Two copies of the same, as approved by the Board, after giving the Instruction No./*Circular No./Notification No. should be Public sent by the Section concerned to the Central cell. The Board's file, however, need not be sent alongwith the copies of the said Instructions/Public Circular/Notification. Instead the third copy of the Instruction/Public Circular/Notification may be placed on the file. 6) All instructions/public circulars/notifications would be got stenciled, signed by the officer concerned, cyclostyled and mailed out by the Central Cell within 10 days of the receipt of the typed copy of the instruction/public circular/notification in the Directorate's office. If the Board desire an approved instruction/public circular/notification to be issued within a shorter period, it should be clearly indicated in the covering letter. 7) 100 copies of the Instruction/Public Circulars/Notifications meant for internal distribution in the Board's office will be sent by the Central Cell to the Section concerned in the Board, along-with one copy of the approved draft(after inserting the date of issue) for internal distribution. Sufficient number of spare copies may be kept by the Central Cell for future use. 8) So far as the Gazettee notifications which are printed by the Government Press are concerned, it would be the responsibility of the Section concerned in the Board to get the requisite number of copies printed and distributed. 9) If it is decided by the Board to add any further names to the Board's mailing list, the same will be communicated by Deputy Secretary (Coordination) to the Director of Inspection(Research, Statistics and Publication).
