Attention is invited to Ministry's Circular No. 131/-95-Customs dated 20th December, 1995, 24/96-Cus. Dated 19th April, 1996 and 40/96-Customs dated 19th July, 1996 specifying the procedure for monitoring of export obligation under Duty Exemption Scheme and E.P.C.G. Scheme. 2. Presently the instructions provide for production of a certificate of discharge of export obligation from the Licensing authority along with DEEC, Part II duly endorsed by Customs and original DEEC/ Export Promotion copies of S/ Bills as evidence for discharge of export obligation or for seeking waiver of bond under Duty Exemption Scheme. On Suggestion from Custom House, Bombay, the matter was also discussed in the Commissioner's Conference held at Bombay in November, 1996 with a view to consider whether it was necessary to insist upon production of DEEC/EP Copy of the S/ Bills. 3. In view of decision taken at the Commissioner's Conference, it has been decided the production of certificate of the Licensing authority along with DEEC Part II duly endorsed by the proper officer of the Customs at the port of export should be sufficient evidence for considering discharge/waiver of bond and the production of DEEC/EP copy of the S/Bills should not be insisted upon. 4. Public Notice/Standing orders issued by the Custom House may be suitably modified on the above lines. Sd/- (A.K. Madan) Under Secretary (Drawback)
