Components of fuel-efficient motor cars [G.E. No. 93B] - 022/89 - Customs -TariffExtract Components of fuel-efficient motor cars [G.E. No. 93B] Notification No. 22/89-Cus. Dated 9-2-1989 In exercise of the powers conferred by sub-section (i) of section 25 of the Customs Act, 1962 (52 of 1962), the Central Government, being satisfied that it is necessary in the public interest so to do, hereby makes the following amendments in the notification of the Government of India in the Ministry of Finance (Department of Revenue) No. 32/88-Customs, dated the 1st March, 1988, namely :- In the said notification, with effect from the 1st day of April, 1989, - (i) in the opening paragraph, for the Explanation, the following Explanation shall be substituted, namely :- "Explanation :- For the purposes of this notification, "fuel efficient motor car" in respect of motor car of engine capacity not exceeding 1000 cubic centimetres means a motor car which is certified to run - (i) not less than 22 kilometres per litre of petrol in the case of motor car of engine capacity not exceeding 800 cubic centimetres; or (ii) not less than 20 kilometres per litre of petrol in the case of motor car of engine capacity exceeding 800 cubic centimetres; by an officer not below the rank of Deputy Secretary in the Ministry of Industry (Department of Industrial Development) (certificate issued in this regard hereafter referred to as the fuel efficiency certificate) on the basis of tests (hereafter referred to as the fuel efficiency test) carried out by the Vehicle Research Development Establishment of the Ministry of Defence, Ahmednagar (Maharashtra) or the Automotive Research Association of India, Pune (Maharashtra), having regard to the following, namely :- (a) the fuel efficiency test shall be conducted with a payload of 300 kilograms; (b) For the purpose of measuring the engine capacity of a motor car, the cubic centimetre of the engine shall be rounded of to the nearest multiple of 10 (as per IS : 2); (c) the fuel efficiency test shall be conducted using petrol having an octane level not exceeding 87; (d) the fuel efficiency test shall be carried out on a selected level test track at a steady speed of 50 kilometres per hour for a minimum stretch of one kilometre and the average of 20 runs, comprising of 10 runs in each direction, shall be taken for carrying out the tests and the test figures shall be corrected to sea level altitude and to + 25oC ambient temperature; (e) the fuel efficiency test shall be conducted on two motor cars selected at random by the testing agency from the production plant and the lowest of the test figures shall be relevant for the purpose of issuing fuel efficiency certificates."; (ii) in paragraph 2, for the words "six months", the words "one year" shall be substituted.
