Cloves, Cinnamon and Cassia out of Negative List - Import allowed against SIL - 20/1997 - Foreign Trade PolicyExtract Cloves, Cinnamon and Cassia out of Negative List - Import allowed against SIL Notification No. 20/1997 Dated 22/10/1997 In exercise of the powers conferred by section 5 of the Foreign Trade (Development and Regulation) Act, 1992 (No. 22 of 1992) read with paragraph 4.1 of Export and Import Policy, 1997-2002, the Central Government hereby makes the following amendments in the Export and Import Policy, 1997-02 and ITC (HS) Classifications of Export and Import Items 1997-2002, published on 31st March, 1997 and as amended from time to time 1. In Export and Import Policy in Chapter 15, Part III, para 15.3, entry SI. No.8 relating to Cloves, Cinnamon and Cassia shall be deleted. 2. The policy indicated against the following sub-Exim Codes in Chapter 9 of the ITC(HS) Classification of Export and Import Items, 1997-2002, shall be amended to read as under:- EXIM Code Item Description Policy Condition relating to the Policy Import under SIL / Public Notice 09061000 Neither crushed nor ground 09061001 Cassia Restricted Consumer goods Not permitted to be imported except against a licence or in accordance with a Public Notice. Import permitted against Special Import Licence (SIL). However in this case, c.i.f value of the surrendered Special Import Licence (SIL) shall be five times of the c.i.f.value of the imported goods. 09061002 Cinnamon Bark Restricted Consumer goods Not permitted to be imported except against a licence or in accordance with a Public Notice. Import permitted against Special Import Licence (SIL). However in this case, c.i.f value of the surrendered Special Import Licence (SIL) shall be five times of the c.i.f. value of the imported goods. 090610030 Cinnamon tree flowers Restricted Consumer goods Not permitted to be imported except against a licence or in accordance with a Public Notice. Import permitted against Special Import Licence (SIL). However in this case, c.i.f value of the surrendered Special Import Licence (SIL) shall be five times of the c.i.f. value of the imported goods. 09062000 Crushed or ground Restricted Consumer goods Not permitted to be imported except against a licence or in accordance with a Public Notice. Import permitted against Special Import Licence (SIL). However in this case, c.i.f value of the surrendered Special Import Licence (SIL) shall be five times of the c.i.f. value of the imported goods. 09070001 Cloves Extracted Restricted Consumer goods Not permitted to be imported except against a licence or in accordance with a Public Notice. Import permitted against Special Import Licence (SIL). However in this case, c.i.f value of the surrendered Special Import Licence (SIL) shall be five times of the c.i.f. value of the imported goods. 09070002 Not extracted (other than) Restricted Consumer goods Not permitted to be imported except against a licence or in accordance with a Public Notice. Import permitted against Special Import Licence (SIL). However in this case, c.i.f value of the surrendered Special Import Licence (SIL) shall be five times of the c.i.f. value of the imported goods. 09070003 Cloves stems Restricted Consumer goods Not permitted to be imported except against a licence or in accordance with a Public Notice. Import permittedagainst Special Import Licence (SIL). However in this case,c.i.f value of the surrendered Special Import Licence (SIL) shall be five times of the c.i.f. value of the imported goods. 09104001 Tejpat (leaves of cassia lignea) Restricted Consumer goods Not permitted to be imported except against a licence or in accordance with a Public Notice. Import permittedagainst Special Import Licence(SIL). However in this case, c.i.f value of the surrendered Special Import Licence (SIL) shall be five times of the c.i.f. value of the imported goods. 2. However the above amendments will not be applicable in case of the Canalising Agencies (National Agricultural Co-operative Marketing Federation and Spices Trading Corporation Limited) provided they have already entered into the Contract prior to the issue of this Notification and that the shipment of import is made within 45 days from date of issue of this Notification. 3. This issues in public interest.
