DI pipes is declared goods or not, VAT + CST

Can u please clarify. D I pipes is falling under Declared goods or not? if there is any case laws for the same, pl give the reference of the same.

no this is commercial used pipes , not get be so social, this item is specially used for commerce purpose. this may be done after 30 years where all 80 % needs di pipes
