I HAVE APPLIED FOR GSTP-1. BUT RECEIVED MAIL THAT I HAVE TO SUBMIT DECLARATION UNDER 83 CGST RULES 2017.NOW WHAT I HAVE TO DO FOR THIS MAIL.

If you want to be Goods and Service Tax Practitioner, you will have to file an application in GST Form 049 Form GST PCT-01 on Common Portal under Rule 83(1) of CGST Rules, 2017. Procedure is laid down under Rules 83 & 83 A.
