Exciseable materials, Central Excise

I have to clarify, how  to identify the material is exciseable or non-exciseable?, what are the ways to identify it? , what is the difference between CP Excise  by contract packers and MODVAT by branches both are excise entries only know then why it differs please advice me clear about it?
