New challan GAR-7 for making payment of Excise and Service Tax applicable from April 2007.Is it compulsory for all taxpayers or only for those who make e-payment? No clarification appears on Govt. websites.Can any body throw light?

New challan G.A.R.7 is a one page challan, to be used for making payment for the month of April 2007 onwards. This challan is mandatory for all taxpayers.
