exemption of vessel frieght paid for exporting goods, Service Tax

I need an opinion on service taxibility on reverse charge basis on feight paid to owner of aborad vessel for exporting goods prior to Apr'12. If taxable, does it qualify for refunds ?

I mean freight paid to owners of aborad vessels (barges)  for transporation to Bnagladesh through Indian inland waters (and Bangladeshi inland waters).
