Intermediary Denied Relief from Container Charges by Customs; Can Recover Costs from Consignees.

Petitioner, an intermediary procuring containers for lease, sought release of empty containers without charges like ground rent, storage, handling from Customs Authority. HC held Petitioner entitled to recover dues, higher charges from consignees for using containers as per law. Prayers under Article 226 cannot be granted. Petition dismissed.
