CBEC has repeatedly insisted on using tamper proof one time BOTTLE SEAL for containerized export cargo vide various instructions. CBEC vide circular No. 1/2006, dated 2-1-2006 [2006 (193) E.L.T. T15] has also clarified that the cost of such bottle seals have to be recovered from the exporters/manufacturers or their agents. 2. It has come to notice that these instructions are not strictly followed by field formations. It is one again reiterated that every container stuffed under Central Excise supervision would carry bottle seal supplied by Central Excise, irrespective of the type of goods being exported whether excisable or non-excisable. 3. One time bottle seals will be provided by the department and its cost will be recovered from exporters/manufacturers or their agents. The bottle seal will be available with the jurisdictional Range Superintendents. All concerned are advised to approach the jurisdictional Range Superintendent for procuring the bottle seals @ Rs. 12/- per bottle seal. Payment for the same is to be deposited in the designated banks under Excise Challan. Copy of the counterfoil of the GAR-7 Challan should be submitted to the jurisdictional Range Superintendent for obtaining the required quantity of bottle seals. However, manufacturers/exporters opting for self sealing are not compelled to procure such bottle seals only from the department. 4. All the trade associations are requested to bring the contents of this trade notice to the attention of their members in particular and the trade in general.
