II Dated: 30/05/2002 PUBLIC NOTICE No. 65/2002 Sub: Indian Customs EDI System (ICES) Imports: a) Automation of Customs Operations relating to IGM submissions in Floppy Attention of Importers/CHAs/Shipping Agents/Steamer Agents/Shipping Lines and all others is invited to Public Notice No.64/2002 dated 30.05.2002 regarding automation of customs operations relating to IGM submissions. Filing Import General Manifest as discussed in the aforesaid Public Notice, can be done in a prescribed format in a floppy at the Service Centre in the Custom House. The details of the format to be used and the guidelines for preparation of the floppy are detailed in the Annexure I attached to this Public Notice. There is a model IGM file for each type of message in the Annexure attached. Steamer agents/Shipping lines are advised to make use of the guidelines and submit the new IGM format accordingly. The Deputy Commissioner of Customs (Import) may be approached by Shipping Lines/Shipping Agents for clarification with regard to any problem faced at any stage. They may also contact the Additional Commissioner of Customs (Import) in this behalf, if necessary. In case any sysem problem, the EDI Help Desk situated at 2nd floor, Annex. Sd/- (RAMESH RAMACHANDRA) COMMISSIONER OF CUSTOMS (G) NEW CUSTOM HOUSE, MUMBAI ANNEXURE I Procedure of IGM submission through floppy Procedure of floppy submission: - Floppy submission is done through Service Centre. - The Service center operator would accept the floppy and copy the information on system. - The copied information would be transferred to the specific directory of the Message Exchange Server (MES). - A procedure operating on the ICES Server would pick-up the file from the MES and check for the message format. The message format is explained below. The format, if is in acceptable format, the information is copied on the database. - Error message, if any will be generated. The error list can be had from the Service Centre. MESSAGE FORMAT - The IGM message constitutes of - Vessel, Cargo and Container information. Elements, data type, width and order of these fields is given in Appendices - A, B and C. - EDI Message consists of two type of lines, i. Tag line - indicates the start of a new set of fields ii. END-manifest - Tag manifest indicates the start of IGM. The number after this tag (like 1.0) represents the Version Number of the software. - Tag vesinfo indicates the start of Vessel (IGM) details. This also indicates the message name. - Tag cargo indicates the start of CARGO details. This also indicates the message name. - Tag contain indicates the start of CONTAINER details. This also indicates the message name. - Tag END-manifest indicates the end of IGM. - File naming convention: steamer agent code + running serial number .igm Every IGM message file should be given a unique file name as described above. The running serial number is required for uniquely identifying the message. - The Customs end, the ICES would generate the positive or negative acknowledgement for the files submitted by the Steamer Agents. The naming convention of the Customs generated files would be: Steamer Agent Code + running number .ack for positive acknowledgement. Steamer Agent Code + running number .nak for negative acknowledgement - In a single file, records with respect to only one IGM can be sent. - Message types - Amendment, Supplementary and Delete messages for an IGM can be clubbed together and sent in a single file. Maritime Declaration (Y/N) 1 C X M M O NOTE : a) Message Type V: The message shall be filed by the Shipping Agent for getting the IGM Number prior to arrival of the vessel. The transmission of Cargo and Container details with the message is not mandatory. On submission, the ICES will allot the IGM No and IGM Date. b) Message Type P: The message shall be filed on having complete manifest information after arrival of the vessel and shall be filed only against Message Type V submitted earlier. Elements IGM NO and IGM Date are mandatory. The information provided through this message will be taken as final and will replace the values provided through Message Type V with respect to vessel details. Vessel details: New values can be provided for all elements, except for key parameters Vessel Name, Vessel Code, Shipping Line Code and Shipping Agent Code. Cargo and Container particulars: The previous information provided through Message Type V will be taken as final. Amendment, if required has to be transmitted with Message Type A . Information of new lines is to be transmitted with Message Type S (Supplementary). The Supplementary information and the amendments can be filed along with Message Type P for Vessel or can be filed independently. In case of error in the Vessel particulars, the error message will be transmitted. However, error free Supplementary information and the amendments submitted will be accepted. The manifest will still be treated as Prior (Type V ) c) Message type F: The message has to be filed after arrival of the vessel when no prior (Message Type V is not filed earlier) manifest was filed earlier. This message along with Cargo and Container details should come together in single transmission. d) Fields IGM NO and IGM Date are allotted by Customs on receipt of message. e) IGM Number will not be allotted, if the validation check is failed on any of the parameters. f) Amendment to Vessel particulars: Permitted only after allotment of IGM No. Amendment of key parameters is not allowed. If required, request for cancellation of IGM has to be made and after approval, a fresh IGM has to be filed. No Supplementary message is permitted for Vessel details. g) GRT: Gross Registered Tonnage; NRT : Net Registered Tonnage h) Last Port Called Field #s 12, 13, and 14: Field No 12 is mandatory. In case of direct voyage to destination Port, Field No 13 14 have the same values as Field No 12. Vessel Type E cannot be amended as C . If required, the IGM need to be cancelled and fresh message has to be transmitted. Agents are to take note of the following: - Only unique numeric values are accepted. - Shall not have any special characters. - No amendment of these parameters is allowed. - Amendment, if required, can be done in two steps. One Request shall be made for deletion of line, two submit supplementary line. Deletion is not permitted, if BE is filed. - Duplicate Line Numbers and duplicate Sub-line Numbers under the same Line Number are not accepted. - Re-use of deleted Line Numbers or Sub Line Numbers is not permitted Example 1 : Line Number Sub Line Number 1 1 1 2 1 . 1 . 2 1 2 2 . . . . Above entries are accepted Where there are no sub-lines under a Line, the Sub-line number should be given as 1 . Prior manifest (Message Type V) if submitted, the cargo and container details can either be supplemented or amended with Message Type S or A or D . Therefore, there will not be any cargo and container details with Message Type P . If the Message Type V is already submitted the IGM No and IGM Date fields are mandatory. House BL No, if given, House BL date is mandatory. Nature of Cargo: C - Containerised P - Non-containerised Packaged LB - Liquid Bulk DB - Dry Bulk CP - Part of the consignment is Containerised and remaining is Packaged but not containerised. For Code C and CP, Container details have to be transmitted, otherwise Line information is not accepted. Similarly, for Code P , LB and DB , if Container information (Message 1C) is transmitted, Line information is not accepted. Item Type : GC -Govt. Cargo UB - Un-accompanied Baggage OT - Other Cargo Cargo movement LC - Local Cargo TC - Transhipment Cargo TI - Transhipment to ICD - SMTP . Number of Packages: Field is mandatory, if nature of cargo is P or CP For CP , number of packages only to be given (excluding Number of Containers) Type of packages and description can be multiple. Only the numerically predominant type is to be given. Till the grant of entry inwards, the Steamer Agent can file the Prior manifest in instalments. Amendments: Except IGM NO, IGM Date, Line No, and Sub Line No all other fields can be amended. Unit of Volume: Mandatory for Liquid Bulk. Marks and Numbers: It is assumed that there will be Single Marks and Numbers for a consignment. Not mandatory for Bulk cargo. UNO/IMO Code: For non-hazardous cargo UNO Code ZZZZZ IMO Code ZZZ Line deletion: On submission of Message Type D , the line details from Cargo Manifest and the corresponding Container information will get deleted automatically on approval of the request by the Customs. Separate request for Container deletion need not be sent. Import of empty container: In the case of containers, which are brought by the vessel without cargo, would not have any BL Number. In such cases the Streamer Agent has to submit the following information: Agent has to provide only - Line Number, BL Number, BL Date, Port of Loading and Port of destination. No information for rest of the fields. BL Number shall be given as EMPTY , BL date as - ANY DATE before arrival of the vessel. The line shall have container information. If required, it has to be done two stages. First, the request for deletion has to be made and a supplementary message with new Container Number has to be transmitted. SOC: Shipper s own Container Container weight shall be given in Tonnes. Import of empty containers: Information of the key elements shall be given.
