Setting up of special messenger arrangements in public sector banks- Proper liason with managers. - Income Tax - 1313/CBDTExtract INSTRUCTION NO. 1313/CBDT Dated: February 29, 1980 Reference is invited to Board's instruction No.1237 [F.No.370'5'79-IT(B)] dated 16th February, 1979 , wherein you were informed of the introduction of special messenger arrangements by the authorised public sector banks at their bank branches for collecting the scrolls from their branches and passing them, alongwith the challans, to the focal point bank branches on the very date of the receipt of taxes from the public. 2. It has been decided in consultation with the Reserve Bank of India to introduce the same arrangements in the month of March, 1980 w.e.f. 17th March, 1980. A copy of the Reserve Bank of India's letter No.1921/GA 64(10)79/80 dated 7.2.80 addressed to all authorised public sector banks asking them to introduce the daily special messenger arrangements from 17th March, 1980 is enclosed for information. 3. For clearing the backlog of challans, if any, the offices of the Reserve Bank of India acting as focal points have also been advised therein to get the same if any, cleared positively by 15.3.80. 4. It is essential that the daily special messenger arrangements advised by the Reserve Bank of India are followed strictly by the authorised public sector banks at various places in your charge. You are, therefore, requested to ensure that proper liaison is established with the managers of the local bank branches, at appropriate levels to see that the authorised public sector banks follow strictly the daily special messenger arrangements for crediting the collections of the last 45 working days of March, 1980 to the Government account in the same financial year. For this purpose daily checking of scrolls/challans received by the CTUs/LTUs/single Income-tax Office units is necessary to identify the receiving bank branches which may not send to their link branches the scrolls/challans on the very day of the receipt of payments. 5. Any instance of delay in the receipt of bank scrolls/challans beyond 2 days should be taken up immediately with the managers of the concerned focal bank branches and the difficulties sorted out in the way of the expeditious receipt of challans by the designated officers. In case any difficulty remains unresolved, the matter should be brought to the notice of Chief Controller of Accounts (Central Board of Direct Taxes) or of the undersigned by phone or telex, so that it can be taken up with the Reserve Bank of India or the head offices of authorised public sector banks concerned.
