Export Obligation under EPCG License - export done but documents not submitted, Customs - Exim - SEZ

We have a case wherein clients have discharged the export obligation within 2-4yrs but due to changes frequently haven't submitted documents and obtained discharged certificate. What are the penal provisions in respect to that?

How lenient the department is in such cases?

You can do it now. Recently, the DGFT had come up with EODC Camps at various zonal DGFT's offices.
