As per the conditions laid down under CE Notification No 42/2001, the ARE1 has to sign by the Merchant and the Manufacturer Exporter.

If the ARE-1 is not signed by the Merchant Exporter.

If there is too much urgency, then

1. You may ask the Merchant Exporter, to come to the factory and sign the ARE-1

2. Or You may despatch the material to the Merchant Exporter on your ARE-1, and ask the Merchnat Exporter to distribute the ARE-1 after His Counter Signature.

After signature, you may recall the Triplicate, Quadruplicate, Quintriplicate and Extra Copy to your office and then submit to the excise Office.

AFter Endorsement by the Excise Officer, you may send the Triplicate Copy to the Merchant Exporter.

So ARE1 is not signed by the authorised representative.

Signature of Merchant exporter and Manufacturer exporter is mandatory to avail the export benefits.
